from the Kapatagan Water District (KAPWD). The event emphasized the importance of

valued consumers to a Free Haircut, Manicure, and Pedicure event as

Month, the initiative aimed to give consumers a well-deserved

On March 21, 2025, the Kapatagan Water District (KAPWD)
transformed the streets into a vibrant sea of colors as it hosted the
much-awaited Color Fun Run. The event, held in celebration of
Women’s Month, was more than just a lively race—it was a powerful
display of unity, empowerment, and joy.
From the starting line, participants were greeted with bursts of
bright hues, symbolizing diversity and the strength of every woman.
As they ran, jogged, and walked along the course, they were
showered with clouds of color, creating a beautiful canvas of
determination and celebration. The air was filled with laughter,
cheers, and the occasional delighted shriek as runners were doused
in vivid powders, leaving trails of pink, purple, yellow, green and
blue.
But beyond the fun and the splashes of color, the event carried a

The Anti-Red Tape Authority (ARTA) is an attached agency of the Office of
the President that is tasked to oversee and implement the national policy on ease of
doing business and anti-red tape in the Philippines. Section 17 of Republic Act No.
11032 provides for the creation of the Anti-Red Tape Authority or ARTA, the
government agency mandated to administer and implement the said law and its
Implementing Rules and Regulations, and to monitor and ensure compliance with
the national policy on anti-red tape and ease of doing business in the country.
Kapatagan Water District conducted a meeting on preparation for the Anti-
Red Tape Act (ARTA) to ensure compliance with Republic Act No. 11032, which
promotes efficient, transparent, and customer-centric public service delivery. This
initiative aims to align operations with ARTA standards, preventing violations and
fostering accountability. By educating employees on ARTA requirements, and
empowers them to provide faster and more effective services while enhancing
public trust. The meeting reflects the organization’s commitment to upholding
good governance and delivering quality services to the community.
SALN is the statement of assets, liabilities and net worth and the disclosure
of financial connections or business interests required from each government
employee as civil servants. The purpose of the filing of SALN is to promote
transparency in the civil service and to establish a deterrent against government
officials bent on enriching themselves through unlawful means (1987 Philippine
Constitution). All public officers and employees are enjoined to declare and submit
annually a true, detailed and sworn statement of their assets, liabilities and net
worth, including disclosure of business interests and financial connections, and to
declare to the best of their knowledge their relatives who are in government
service.
Kapatagan Water District conducted an orientation to inform employees
about clear guidelines on how to fill up SALN form and answers their questions
and concerns. The office ensures smooth and efficient submission process while
promoting transparency and accountability among employees.

The Anti-Red Tape Act (ARTA) evaluation was conducted at Kapatagan
Water District on January 31, 2025 to assess compliance with Republic Act No.
11032, also known as the "Ease of Doing Business and Efficient Government
Service Delivery Act of 2018" The said evaluation aimed to identify areas for
improvement in service efficiency to ensure compliance with ARTA guidelines,
including proper citizen's charter display and to promote transparency and
accountability in handling customer transactions.
The representatives from ARTA conducted evaluation through valuable
exercise in on-site inspection, where they reviewed the physical setup of the office
including the presence of citizen's charter, public assistance complains desk and
also the observed the process where clients are interviewed to gather feedback on
their experiences with the Water District's services. While, Kapatagan Water
District showcases commendable efforts in providing efficient services and
considers further improvements.

Queen of Heart’s. It was a touching tribute that brought laughter, tears, and a sense of accomplishment to everyone in the room. in connection with the celebration of ASEAN Month this August.This is in compliance to Proclamation No. 282, series 2017 signed by former President Rodrigo Duterte, that the month of August is a celebration of the unity of the Association of Southeast Asian Nations (ASEAN). As one of the five founding member countries of ASEAN, Philippines has a great role to play in strengthening the relationship between countries, cultural preservation, economic cooperation and many others.
The 55th ASEAN celebration will be chaired this year by Cambodia with the theme, “Addressing Challenges Together.” The theme underscores ASEAN’s spirit of “togetherness” as one community and the common will in the collective endeavor to address and overcome challenges facing the region. May ASEAN continue to uphold the ideals of peace, freedom, and solidarity in order to overcome the current obstacles the area is facing.
